Some of the findings from the inquiry into the catastrophic events surrounding the Manchester Arena attack have suggested that “more should have been done” and it is “highly likely” more live lives could have been saved.
It is true to say that in many incidents we experience and with hindsight many things could or perhaps should have been done differently. However now the Governments ‘Protect Duty’ consultation period has ended it is now an expectation that anyone responsible for a public space will have to implement a respective measure of security and detail how they will respond to any future incidents or attacks. Essentially how they will keep staff and members of the public safe by ‘Risk Assessing’ and applying ‘mitigation measures’.
Basic planning now may reduce the burden later and will ensure the required security measures can be achieved and are sustainable.
Westminster has outlined three levels of security measure, your business can implement to ensure compliance with Protect Duty:
Level 1
- Consultation/advise on security plans
- Simple effective security measures
- How to respond to different threats
- Staff training and security exercises
- Basic security equipment guidance
Level 2
- Consultation/advise on security plans including threat and risk assessment
- Risk mitigation
- Effective security measures implementation
- Incident response and contingency planning
- Staff training and security exercises
- Quality assurance and security management
- Security equipment guidance and implementation
Level 3
- Consultation/advise on security plans including threat and risk assessment
- Risk mitigation
- Effective security measures implementation
- Security equipment and screening of people and items using technology
- Maintaining effective security
- Incident response and contingency planning
- Staff training and security exercises
- Quality assurance and security management
