The growing requirement to keep up with the expanding security infrastructure is putting a big strain on harbour, and terminal operators, ​leading to a failure to properly secure these vital transport links.

With Westminster there is an opportunity to engage in a Build-Operate-Transfer (BOT) or Public-Private-Partnership (PPP) scheme and work with a world leading security specialist.

Westminster will work with port operators and other stakeholders to enhance port security by providing all the required investment, expertise, maintenance and training to bring the security infrastructure up to international standards and maintain those standards for the duration of the contract.

Engaging with Westminster on along-term concession agreement for the provision and maintenance of port security systems including detection surveillance and screening addresses three major issues:

1. Importance of security to a ports economic success (risks to movement of passengers and goods and inward investment as a result of security issues)
2. Constantly changing port security regulations and requirements from the international community and other bodies
3. Removes the burden of future funding required for security upgrades, maintenance and renewal.

The waterways surrounding a port or harbour are an easy target as they are often open to all incoming vessels.

Providing adequate security for these waterways can include multiple technologies and operations and bringing these together in a seamless security operation can pose its own challenges.
